Fu Xuyin, male, was born in May 1965 in Jixian County, Tianjin. He is of Han ethnicity and a member of the Communist Party of China. He currently serves as a Member of the Party Leadership Group and Vice Minister of the Ministry of Transport.
His previous positions include Deputy Director of the Rescue and Salvage Bureau of the former Ministry of Communications, Deputy Director-General of the Department of Finance of the Ministry of Transport, and Director of the Yangtze River Waterway Administration. He obtained a master's degree in Management Science and Engineering from Wuhan University of Technology in 2003.
